He agreed that it is important for there to be funding ensure that strong labor standards are implemented on city contracts. Furthermore, he suggested that the ordinance appear before City Council by the end of January. However, currently no date it set. We need you to call and ensure that the other Council members are also in full support of implementing strong labor standards on city contracts and a date is set for a hearing. *I. TAKE ACTION:* 1) /Today/: Call your City Council members and state your support of a strong sweatfree ordinance: Talking points: **Join Commissioner Adams and support a meaningful sweatfree ordinance with money allocated for enforcement. **Join the states of New Jersey, Maine and Pennsylvania in the State and Local Government Sweatfree Consortium to monitor common apparel factories and consolidate state and local government purchasing power to support factories where workers? rights are respected. **Commit to a hearing date to allow the Portland community to publicly express their support for a sweatfree city. BACKGROUND ON THE SWEATFREE CAMPAIGN:* The proposed sweatfree ordincance includes the following elements: * _A sweat-free manufacturing code of conduct:_ All vendors, contractors, and subcontractors must adhere to the code of conduct which includes respect of local laws and International Labor Organization standards; non-poverty wages, adjusted by labor markets; rights to assembly and collective bargaining; non-discrimination; ban on child labor; and safe working conditions. * _Disclosure of factory locations and wages:_ To qualify for a bid, vendors must disclose locations of factories and worker wages producing goods to be sold to the city. * _Independent accountability:_ Join cities, states, and other public purchasers nationwide by pooling resources to investigate labor violations and monitor factories, coordinate enforcement, and buy jointly from sweatfree factories. * _City-staffed community involvement_: City staff to support a community advisory committee composed mostly of workers rights advocates to ensure compliance with a sweatfree ordinance. One hundred and seventy cities, states, counties, and school districts nationwide have adopted similar sweatfree ordinances. Notably, the cities of San Francisco and Los Angeles have adopted sweatfree ordinances with a living wage standard and budgets of $100,000 for staffing and independent monitoring. Furthermore, the governors of Pennsylvania, New Jersey, and Maine (states which have sweatfree laws) have announced a path-breaking initiative to use government procurement as a catalyst to level the playing field for ethical businesses and advance worker rights. It is the time for Portland to act on the side of worker rights by adopting a meaningful sweatfree ordinance. The factory workers who appear in the film have been involved in every stage of production, from planning to shooting, from scripting to outreach. This collaborative process breaks with the traditional documentary practice of dropping into a location, shooting and leaving with the "goods," which would only repeat the pattern of the /maquiladora/ itself. The process embraces subjectivity as a value and a goal.
