high-end video cards are notorious for how loud they can be.  occasionally,
CPU fan and case fan builders give a rat's ass about noise levels and put a
little thought into shutting them up.  video cards can sound like a prop
plane getting ready to take off :)

water cooling systems can be very quiet, but a pain to maintain and
expensive.  

i'd recommend replacing your current fans with quieter ones.  go to
newegg.com, they have them rated by dB.  my case has a Scythe S-FLEX and
the claims are true - it's damn near silent.  it doesn't move a ton of air
but i don't need it to, since my system doesn't heats up too much even when
stressed.
